Culvert under A488 blocked by silt

The culvert carrying the stream under the A488 near the junction with Weston Road is partially blocked by silt. This has just become apparent as the stream has dried up in the drought. This silt needs to be removed (without blasting the silt downstream into the neighbouring garden) before the autumn rains, to reduce the significant risk of flooding of the neighbouring property and the road.
