Cement and red sand in drain plus plants growing

Recently noticed a red 'slick' of builders sand and cement running down to this drain, then stopping. It is directly outside numbers 14 and 16. If you enlarge the second photo, you'll see number 14 on that property. This road, Walton Avenue is on a hill with water accumulating at the bottom of the cul de sac. Hunters Gate a road below, has experienced flooding from the same hill. Please clear this drain.
