Temporary traffic lights with no work being done.

I live on the corner of Greenfield Street and Ellesmere Road, SY1. Early on Saturday morning temporary traffic lights were installed at this junction. However, there had been no work in this location over the weekend and, up to 12:30pm on Monday, this is still the case. This has caused significant traffic congestion and no shortage of arguments, particularly as drivers attempt to turn out of Greenfield Street and Elm Street. Why are utilities companies/council workmen allowed to block off roads days before any work is due to take place? Surely the aim of the council highways department should be to minimise traffic disruption, not maximise it as in this case. To have these lights here while there have been no workmen in sight for days has caused lots of frustration. Please advise why this has been allowed to happen.
