Completely blocked drain

Drain totally blocked & has been for a long time. Causing significant flooding in all downpours. Recently it floods so bad cars have to pass through one at a time as they use the middle of the road. Pedestrians can’t use the pavement on the drain side & get engulfed with spray if on the other pavement.
