Vehicle parking and blocking my unrestricted right of way

The foot path is being blocked by vehicle from walkers coffee shop and flats commercial bins seating tables and palm trees in walkway too. See Facebook for walkers coffee shop and cocktails. This is in breach of the accessibility and equality act 2010. Blue brcked area needs yellow markers and traffic warden that covers the castle hill carpark needs to start ticketing vehicles parked on the path going from the carpark to the high street. Can provide more photo evidence.
