Power/data lines resting on street lights

There are cables resting on top of the streetlight outside of 10 Overdale Road Bayston Hill. Possibly at other points along the road too. I am worried that if the housing wears away on the cable, this street light will become live and a safety risk to the public. Please inspect or report to relevant authority. Thank you.
