Planting of trees on council land

3 new trees have been planted today on council land. My concern is that this house is abandoned and used for the storage and disposal of building materials. These trees will not be maintained as the other property photo highlights the state of the property and grounds and this individual has already stolen council land and appears to be trying to steal more.
