In a Car Park which is used by by local Church and members of the public for parking and using footpaths which go through the carpark

The chap driving the car was seen by 2 people, 1 being Myself depositing rubbish under his car in Church Carpark. When we looked at him, and the rubbish, he drove off. Not before his registration plate was photographed. When looking at what had been dumped. There was a receipt with card details on. As this is on a public footpath through a Church Carpark where public can come into contact through the rubbish, also someone has to clear it up. With photographic evidence, of the culprit and his car. I trust action will be taken
