Temp traffic lights not working yet again

Sent to Shropshire Council less than a minute later. Council ref: 14207442.

These lights have been here since January. No one knows why. They work for a few days and then both get stuck on red for days. No one monitors them. They were both pushed into hedges last week I guess because residents of the area are so fed up with them being stuck on red for the fortieth time this year. They were back In position this week and guess what ? They are both on red again within a day.
