Double yellow parking lines at the bottom of Railway Street - Can they be moved?

Having lived at 8 Ebenezer Row now for around 6 months. I wanted to query why there are double yellow lines directly outside the house that restrict residents from parking outside. Please see attached photo as a reference.
The double yellow lines seem to start at a point round the bend which I personally don't understand, nor do a number of other people. The yellow lines could be pushed back to the start of the bend where the dash white lines begin and this would allow 2 more cars to probably park in the space. This wouldn't affect and traffic or cause any problems on the main road either. As cars do park here a lot of the time already anyway with no issue when its required.
There has been a number of people including myself receive parking fines for just being parked in this space for short period of time, for residents at times we need to be able to do this to take things too and from the house and car etc. it seems unfair that we may receive a parking fine for doing so - especially as you can see, the double yellow lines here so very irrelevant and I feel should just be moved back to make this area a place where cars can park.
