Houses on junction with London Road blocking wheelchair users and digging up driveways, in accessible dipped kerbs on mainwaring close

Cars parked in middle of driveways but normally I can get wheelchairs past. Today we hit a snag which forced me to go back up the hill and cross 4 junctions to get back on the path, or go down a road with cars going 30 miles per hour behind me. Also the ‘dipped kerbs is impossible to negotiate in a wheelchair outside mainwaring close. Cant access the other side normally due to tennis plus participants blocking the entirety of tarporley road on nights, so if both sides are blocked very difficult to get home
