Drainage ditch in neighbouring house

Having seen the water today (27th Jan) and the way it runs down the hill towards our property is is clear that the ditch in the farmers field which runs through a culvert under the driveway - was partially blocked, water was escaping over the culvert onto the road and also from the flooded garden/driveway onto the road. Road water was running down the hill . The drain(s) at the bottom of the slope were partially blocked but don't seem robust enough to take the flow. The drain looks like a concrete top standing on two bricks; not a regular drain. The drain does not encourage surface road water to enter the drain aperture itself. Can we ask you to look at the possibility that this drain be upgraded to something more substantial to prevent the continual flooding we have on this stretch after every rainfall. Happy to discuss
