Contents of ditch dumped on road

This is a 'mud on highway' issue. For a length of some 50m or more, contents of the ditch along the side of the road have been dumped onto the road, reducing its width and creating a hazard. Over time, this mud wall has only one way to go; directly back into the ditch or into the ditch via the road surface. The problem has been in existence since early December when 2 men were observed working in this area with a mechanical digger.
