Blocked culvert

Sent to Shropshire Council less than a minute later. Council ref: 14193757.

Neighbour has blocked up culvert under road and this is having a detrimental impact on my land when it floods (again now). I reported this back on the 3rd December and nothing has been done and I have received no updates or calls. I have tried to report this the correct way but please advise if they are allowed to block up the culvert or not?
