Fallen conifer tree on road.. root still in tact

Please help.. a conifer has fallen into the road opposite the school (in spot I pointed out on ur map). The roots seem to still b in tac and in soil fine, so it just needs repositioning and pushing back into that border to sit next to other conifer tree, this in turn will also make road clear and safe. As it’s blocking half that lane as u can see from picture. Many thnx
