Overgrown hedge obscuring vision at a junction

This hedge appears to be part of the original field hedge that was present before the property at No1 The Westfields was built. Further down Westcott Lane the hedge has been maintained by the owner of the agricultural field. The overgrown hedge obscures vision at the junction of Westcott Lane and The Westfields. I suspect it is probable that the owners of No 1 The Westfields are unaware that their hedge is obstructing vision.
