Blocking access to parking for residents

My elderly neighbour (in her eighties) has asked that I contact you as she is concerned that this vehicle has been abandoned. It has been parked poorly in the same position and is restricting her and other residents from being picked up for hospital appointments. I do not know if this vehicle is taxed or mot’d but as there was no other option for reporting (and after calling the council realise that the office is closed until the 2nd of January) I have had to enter ‘no’ these questions. Many thanks for looking into this.
