Lack of proper drainage causing house damage

I’ve recently bought 123 High Street, Wem and am in the process of renovation. The builder has informed me that the front door has water damage which is now coming through to the inside of the house around the bottom of the door frame. This is apparently due to a lack of drainage around the front door.
As you can see from the photo below, when the council laid the footpath on the public path outside the house, the tarmac came up just above the bottom of the door frame causing water to pool on the door step.
I understand the neighbour had similar issues relating to water damage which the council agreed to fix. To that end, I request advice on how to proceed as it’s mine and the builders belief that the work carried out on behalf of the council has caused damage to the property.
I’m very excited to be a new member of the Wem community and I’m very sorry this is likely our first interaction.

Customer asking for an update asap as they are about to move into the property. Water is pooling around the front door as there is poor drainage & no soakaway
