Constant water running and flooding road

Sent to Shropshire Council less than a minute later. Council ref: 14190691.

There is constant water running down the lane, this is occurring when there is no rain. I am not sure if the problem is with gully or drains needing to be unblocked. Debris is blocking up drains and verges. The amount of water on the road is creating a hazard particularly if it freezes, the entire lane becomes an ice rink. The surface water drainage is not adopted in this village so I am unsure as to who else I need to contact to bet these issues sorted. Kind regards Resident Top House Chelmick
