Cigarette ends all over payment and road

The pathway and road is littered with cigarette ends. They are from a male late 20s/30s who regularly stands outside 41-43 and watches his phone whilst smoking. The path is covered with new and old butts. Not acceptable and the pictures don’t really show the issue
