No double yellow lines causing parking issues

Several years ago the council blacked out the double yellow lines that previously ran outside the marked parking bays in our street. Since then, and increasingly so, vehicles are parking outside the bays where the double yellow lines used to be, particularly outside enforcement hours. This is now causing regular obstruction, blocking access for residents and creating a serious risk to emergency vehicle access. It is also forcing drivers to mount the pavement to pass. The situation has become untenable and the reinstatement of the double yellow lines is urgently needed.
