Van not moved for years

The van is blocking a passing place on Astbury Lane which is narrow and doesn't have many passing places. It is being left to rot, it doesn't look owned and hasn't moved in at least 2 years. It is also an eyesore and is parked very close to an edge which is eroding, the back wheel is right on the edge and with another wet winter, the vehicle will likely fall off the edge on to land below. It's unsafe all round.
