Overgrown hedge

This hedge has been overgrown for the last 2 years and when full of leaves you are unable to even walk on the pavement. The pavement is covered by over a metres width and I've seen pushchairs and wheelchairs having to use the road to pass it. The owners aren't worried as its at the back of their property as they face onto the Welshpool road.
