Persistent flooding with deep submerged potholes

The road floods during heavy rain but does not clear during dry periods. The result is a persistent flood that extends between 30-50meters to a depth that reaches vehicle undersides. During extreme heavy rain the road can flood between Victoria Farm and the former coal depot near the canal. At this time it is impossible to use this stretch of road and requires a diversion. A number of potholes have now started to form in the standing water which are not visible due to being submerged. These are dangerous to cycles or motorcycles and can damage vehicle wheels/tyres. During periods of cold weather/freezing the road becomes an expanse of sheet ice which extends from the flood past Victoria Farm to the turning for Brownhills. The road is very busy carrying traffic to Norton in Hales, local properties and farms and I am concerned that in the coming cold months an accident(s) will occur due to the water or sheet ice. The flood has been occurring for the last 5-10 years but is becoming increasingly more extreme each year. Over the last 2-3 winters the flood has lasted for 4-5 months continuously. In previous years the road would flood but not to the current extent and generally cleared in a matter of days. Thank you for your assistance in this matter.
