Standing water causing black ice !

This problem has only existed for a few years and yet nothing has been done. The road is completely frozen for about 20 meters and an absolute danger. Right before the junction you just slide. We've been promised the verges will be cleared for nearly two years, drains still blocked and loads of pot holes causing standing water.
