Illegally hung flags on street light

Over a week. Flags placed opposite and amongst properties where people of all nationalities live, visit and stay. First thing that people see on visiting Ludlow, causing a distraction to drivers and pedestrians negotiating the double bend and already dangerous junctions . School children of all nationalities pass them twice a day.
