Ditch collapsed, concrete sand bags blocking gulley

Location, TF9 2LP, past The Woodlands towards Cheswardine on the right hand side. A large vehicle has driven into the ditch and crushed the concrete sand bags that the council built last year. This is a piped ditch which takes the water off the highway into a brook. The concrete bags are now blocking the ditch and the gulley and flooding the road and onto the Wharf business premises at the bottom of the hill. Please can this be repaired as soon as possible to stop the flooding.
