Excess leaves and over grown grass causes gulleys to block as soon as it rains

Hedge needs cutting back and leaves removing. As soon as it rains. Leaves all float down to the gulley blocking it instantly. Leaving residents to handball leaves out during rainfall as the road floods everytime, and floodwater covers payments. The pictures uploaded are a few hours after the council have said this issue is now fixed. They’ve literally just brushed away the leaves off the gully. Something I did when I first raised the issue. This isn’t a solution.
