Dropped curb needs raising slightly

Hi, the road has recently been resurfaced and has been left slightly higher. Since it has rained after the dry spell surface water pours off the road and down the unadopted road like a river. It did serious damage to groundwork I was having done and had to have redone 10k worth.the nursing home below is also having issues and having to use sandbags. Drainage holes in front of them are blocked. Thank you, hoping for your prompt response . Glen Jones The Paddock Danesford
