Water not draining causing waves of water to hit house

I've reported this previously, well over a year ago, but nothing has been done. So, you'll excuse the lack of politeness.
Since the road was resurfaced by whatever cowboys were used for the new houses in the village, water now refuses to drain, leaving excess water on the road outside our house. When vehicles drive past, this causes a wave of water to 1. Hit our garden wall. 2. Go over the wall and soak our garden and 3. With larger vehicles, the water can even hit our house.
This is a very old, listed building, and will not be benefitting from this at all.
Please can this be rectified asap. There's been nothing but trouble since the supposed professionals started work on the road. For this to have been signed off is ridiculous.

Nearly 3 months since this was reported for a second time and I find myself sitting watching waves of water launched over my garden wall towards my house again.
