Access to bridge for potential future repairs

I am concerned regarding access to the railway bridge which carries Elson Road over what was (pre Beeching) the former railway. In particular I am concerned regarding access to the bridge structure by heavy equipment and machinery in view of the development that is currently taking place on the former Ellesmere station site under Planning Application 22/02280/REM. Currently ready access to the underside of the bridge is available from the north-east but it appears that such access will be closed off by new houses, in particular Plot 56. The Site layout (Document 2597-101) does show "pedestrian access to former railway bridge archway if required" but this will not be enough for machinery. At the Planning stage I did express concern about this and my communication was acknowledged but no substantive response was ever received. Can the current situation be clarified and in particular can you confirm that the authority responsible for the maintenance of the brtidge has received a formal easement to permit adequate access for future maintenance. From preparatory works currently under way on the site it appears that no provision at all is being made, as shown by the photograph. I am sending a copy of this report to my local Ellesmere Councillor.
