This is not a stray dog but one being kept in very poor conditions.

Hi, I have reported this to the RSPCA but they have advised me to report it to the dog warden of my local authority, so I'm hoping it could be passed on to that person.

There is a Pomeranian dog at this property which is kept tied up on a short lead, without shelter in all weathers. I pass this house several times a week to and from work at different times of the day from early morning to late evening , so I have been able to observe this. This has been going on for at least 6 months. As you can see the yard itself is filled with al kinds of junk including plastic containers filled with various unknown liquids. It is not illegal to keep a dog outside but according to the welfare legislation on the RSPCA's on site, it MUST have access to shelter, protection from rain and sun, and access to fresh water. This poor animal doesn't have access to any of these.

The RSPCA told me that they don't have the manpower available to come out,

I don't want the dog removed from the owners or anything like that, but would it be possible for the Dog Warden to drop in on them and just give them some advice about providing better conditions for their dog? Part of the remit for the Dog Warden is "PROMOTING RESPONSIBLE OWNERSHIP" after all.

I am really hoping you can help with this situation.
