I have spoken to National Highways who have confirmed that streetlight number 66 on this section of the road is owned by the local authority.

Due to a high number of street lighting faults being reported and an unprecedented number of emergency call-outs, some repairs are taking a little longer than our 28 day target.

The issue you reported has been assessed and the necessary work will be included in our programme of upcoming maintenance.
Our priority is to be effective at responding to the most serious problems so at this time we are unable to provide an exact timescale.
In the meantime until these works can be undertaken, we will continue to undertake routine inspections, whereby notifiable issues are recorded and scheduled for action.
