Vehicle parked over dropped kerb preventing access to driveway

This vehicle has been parked on Cleveland Street since Tuesday August 5th. It is several feet over the dropped kerb. Although I will be able to leave my driveway (with some difficulty) I will not be able to reverse back on to my driveway due to the encroachment over the dropped kerb.
