Overgrown trees

Adjacent to house number 17, there is a Council owned field. The trees and bushes are never maintained and have grown over into the garden. The area looks unsightly but I’m more concerned about the tree growing against the wall as it is starting to lean. The grass was cut yesterday but the trees and bushes could do with cutting back. Also, there is ivy covering the wall of the garage which needs removing as it’s damaging the brick work. Please can you advise if the Council is responsible for maintaining this? Thank you
