Overgrown hedge across pavement on fast road

By the looks of the recent Google Street Views, this is a recurring problem over recent years although the pavement looks well maintained in the 2009 view. I currently only dare to walk this pavement northbound as it forces me to step onto the road which is dangerous considering cars go fast on this rural route where the national speed limit applies.
