Inconsistent parking and blocking the highway with wheelie bins

Nos 7, 8 & 9 continuously park their cars to save spaces on Barnard Street, using one car between three spaces. They park leaving around 2m in front and behind which means the rest of us have to squash our cars up to try to get parked. They now use their wheelie bins to save spaces even when they’ve been emptied, they remain so as no-one can park up.
We really need to bring in residents parking permits to make it equitable for all. One permit per household and then a parking permits for the car park in Mill Street.
The parking is so bad, if there were a fire, a fire engine would struggle to get down the street.
