Water flowing up through the road on the downhill side of a manhole

Water has been running out of this hole and down Western Lane for about 50 meters to a drain for more than a week. it has washed out the grit from between the larger granite chippings. There is probably a blockage in the water flow through the culvert beneath. The hole is getting larger as time goes by.
