Telegraph pole metal stay protruding form the verge

On the approach to Llanymynech Golf Club the telegraph poles were changes and a metal stay has been left fixed in the verge. This has damaged my car and a van by falling into the carriageway. I believe this carries a risk to life as had I been coming down the drive in a conventional car it would have pierced the windscreen causing serious injury or worse and it still could. I reported the issue to open reach on 1st July and have had no response despite them in my view being responsible for a health and safety breach and damage to property
