Concern over hedge trimming

Customer concerned after seeing a tractor trimming the hedges along this stretch of road. It has been trimming it while going forwards and then reversing back along the road, but there are no warning signs along there. He is worried that this could lead to an accident and asked if someone could go out to stop him doing this without any warning signs up.
