Overhanging tree branches

Sent to Shropshire Council less than a minute later. Council ref: 14178397.

I have trees on my bordering fence that do not belong to me, or it would seem to the Forestry Commission. They overhang into my garden and in strong winds regularly break off branches which fall into my garden. In addition they block the light and prevent me growing in that area due to darkness and dropped foliage. I have contacted a tree surgeon but he said I need to check before he can start work. Please advise.
