Large trip hazard outside 199 New Park Rd from tree roots

This has been an issue for years, but is only getting worse with time. As well as damaging our property (Homesplus) the roots of this tree are causing a real danger to members of the public, and are also making it very difficult for our resident to get her wheelie bin out of her garden. We would like to remove the tree to prevent any further damage, however we believe there is a tree preservation order on the tree. However, with the tree now proving to be a danger to the public in terms of a severe trip hazard we are asking if this matter can be revisited with the Tree Team.
