Overgrown hedge

I know this is on an unadopted track, but I'm wondering how I can contact the owner of the plot with this hedge to ask them to cut it. The plot was sold at auction 2 years ago but no work has been made on the plot and the hedges are now reducing light and also access to three houses on the track. We've already had one wall knocked down due to a driver struggling down the track with the hedge.
