Nuisance parking

I manage Teme Court, a block of 9 flats in New Street, Ludlow. I had complaints on Sunday that 2 large vehicles had parked either side of the entrance, preventing exiting into the very narrow street in either direction. The tenants spoke to the owners of the vehicles, with one saying he has every right to park there and the other temporarily moving his vehicle. This morning they are both parked either side of the entrance again making it impossible for residents of Teme Court to exit into their vehicles! I would like to request a white line to be installed spanning the entrance with a 2 foot extension either side to allow swing into the narrow street. This is necessary with wider vehicles being regularly parked right up to the entrance in such a narrow street!
