Ditch requiring reinstatement

The ditch has been unkept for a few years and tractors have closed the ditch. This has forced water to run down the road, resulting in multiple potholes. These have been patched many times, but the underlying issue to the ditch has never been resolved, and so potholes and the erosion of the patches continues. Can the ditch please be reinstated? Thanks
