Persistent impassable flooding

Sent to Shropshire Council less than a minute later. Council ref: 14168164.

Hi I have a 93 year old neighbour living at TF9 4AY. He has no car and cycles to market drayton weekly to do his shopping. The persistent flood at this location is impassable for pedestrians and cyclists, or it they do try its dangerous to health.

Can the council advise how he should access things like supermarkets, doctors etc without endangering himself.
