Blocked gulley and pipe

Sent to Shropshire Council less than a minute later. Council ref: 14167849.

Gulley goes into a small pipe then back into a gulley which backs up water going into The Pye Brook from the other side of the road. Why this pipe is here is beyond me and should just be gulley or ditch which would not constantly block and prevent flooding above Patch House.
