Parking bollard been put in public parking spot

On Saturday the 18th Jan I came downstairs to find one of the public parking spaces in the close has had a parking bollard drilled into it so stop other residents parking there. Can you confirm whether this is the councils worker it has been done without permission from a resident in the close? I would like to be kept anonymous if you have to take this further as I do not want any issues however I do know the house which has done this and if this act has been done illegally I will happily forward the information over to you. I would appreciate a response asap as we have a lot of vehicles in this close and that has taken a space away from an already difficult situation. This is the second parking space from the right right at the bottom of the close.
