Car Park damage and drain from Highways dropped

Owner in breach of original planning regulations to ensure that this public space meets safety requirements. There is no clearly marked disabled bay. The drain from Highways through pavement and into the middle of the car park is sunk by over 8" causing numerous vehicle tyre and wheel damage. This is a threat to public safety and the PC have raised concerns but are not being rectified quickly enough.
