Rising damp caused by water in the cellar

Sent to Shropshire Council less than a minute later. Council ref: 14164752.

We have been experiencing issues with rising damp on the lower floor of this property. A specialist damp company have attended and determinded the main issue is water running off the pavement into the cellar causing the water ingrees into the bricks and raising damp into the lower floor. I would appreciate correspondance in response and I feel this is (in part at least) a Council issue.
